This feature allows you to attach text information to pictures and albums.
For example, you can attach a "cat" tag to pictures of your cat, and then perform a search on the word, "cat".
"Library" is the general term used for the pane that allows access to uploaded pictures. This is also the area for creating and editing albums and accessing albums that other users have shared with you.
